摘要
本文基于云原生搭建高可用、高并发、高效运维的省级大集中模式不动产登记云平台,构建不动产登记业务管理体系和“互联网+不动产登记”服务体系,实现不动产登记系统从“市县建设”到“市县使用”、“被动接收数据”到“主动管理数据”、“线下办理”到“线上线下办理”的转变,减少不动产登记系统建设的投入,增强不动产登记的监管能力,这是不动产登记发展的必然趋势。本文重点介绍了吉林省大集中模式不动产登记云平台的总体框架设计、数据库设计和部署方式,以及平台设计中的数据分析与建库、多租户服务定制技术路线等内容。省内试点城市的推广应用表明,该平台在便民利企、提升营商环境等方面取得了一定成效,为后续全省推广起到了示范作用,对其他省份不动产管理平台建设具有一定的参考价值。
This paper implements the cloud-native provincial-level cloud platform for real estate registration in a large centralized mode with high availability,high concurrency and high efficiency in operation and maintenance and the business management system for real estate registration and the"Internet+real estate registration"service system.It realizes the transformation of the real estate registration system from"constructed by cities and counties"to"used by cities and counties",from"passively receiving data"to"actively managing data".It has changed from"handling offline"to"online and offline",which reduces the investment of cities and counties in the construction of the real estate registration system,and strengthens the supervisory capacity of real estate registration.This paper focuses on the overall framework design of the platform,database design and deployment methods,as well as data analysis and database construction,multi-tenant service customization technology route in the platform design.Through the popularization and application of the pilot cities in the province,it has achieved certain results in facilitating the people and enterprises and enhancing the business environment,which plays a demonstration role for the subsequent promotion in the whole province,and at the same time has certain reference significance for the construction of real estate management platforms in other provinces.
