摘要
我国高速公路项目发展迅速,“BOT+EPC”模式在推广过程中存在诸多问题,无法充分发挥该模式下项目全过程管理优势。基于此,本研究深入探讨“BOT+EPC”模式下高速公路项目的风险链、价值链、产业链构成,并基于三链融合,构建新型项目管理理论,为企业项目管理提供理论指导。风险链分析涵盖项目的各阶段,强调前期规划、设计深度和投资风险,价值链从社会效益和经济效益两个方面考察项目的价值创造路径,产业链揭示高速公路项目中涉及的多个产业和各个参与方。新型管理理念以风险管控、价值增值和产业优化为核心目标,风险链提供基本保障,价值链提供价值导向,产业链提供有效手段,帮助项目管理者对项目进行全面规划、动态调整,以提高项目的整体效益。
With the rapid development of highway projects in China,there are many problems in the promotion process of"BOT+EPC"mode,which fail to fully leverage the advantages encompassed within this project management approach.Hence,this study deeply discusses the risk chain,value chain and industrial chain composition of highway projects under the"BOT+EPC"mode.By integrating these three chains,a novel project management theory is established to offer theoretical guidance for enterprise project management.The analysis of the risk chain encompasses all stages of the project and places emphasis on early planning,design depth,and investment risks.The value chain examines the value creation path of the project from two aspects of social and economic benefits.The industrial chain reveals the multiple industries and participants involved in the highway project.The new management concept takes risk control,value increment and industrial optimization as the core objectives,the risk chain provides the basic guarantee,the value chain provides the value orientation,and the industrial chain provides the effective means to help the project manager carry out the comprehensive planning and dynamic adjustment of the project to improve the overall benefit of the project.
