摘要
为促进个人养老金制度高质量发展,本文分四个维度识别出影响个人养老金制度高质量发展的14个因素,先运用DEMATEL方法对各影响因素的重要性及因素属性进行分析,再运用ISM模型构建个人养老金制度高质量发展影响因素的多级递阶结构模型,从整体上把握各因素间的逻辑层级关系。研究表明:14个影响因素分为6个原因因素和8个结果因素,重要性排名前三的因素是养老规划、宣传教育与引导和投资渠道,多级递阶结构模型呈现出个人养老金制度高质量发展是直接因素、中间因素和本质因素三级因素复杂作用的结果。基于分析结果,建议从构建差异化激励机制、完善相关法律法规和加强政策宣传三个方面推进个人养老金制度高质量发展。
In order to promote the high-quality development of the personal pension system,this paper identifies 14 factors affecting the high-quality development of the personal pension system in four dimensions,analyses the importance and attributes of the factors by using the DEMATEL method,and then constructs a multilevel hierarchical structural model of the influencing factors of the high-quality development of the personal pension system by using the ISM model,so that we can grasp the logic of the hierarchical relationship between the factors from a holistic view.The study shows that the 14 influencing factors are divided into 6 cause factors and 8 result factors,and the top three factors in terms of importance are pension planning,publicity,education and guidance,and investment channels,and the multilevel hierarchical model shows that the high-quality development of the personal pension system is the result of the complex interaction of direct,intermediate and essential factors.Based on the results of the analysis,it is recommended to promote the high-quality development of the personal pension system in three aspects:building a differentiated incentive mechanism,improving relevant laws and regulations,and strengthening policy advocacy.
