摘要
数字时代的市场监管需要依靠新兴数字技术对市场监管方式进行改革。本研究通过对目前国内外数字监管发展现状与特点分析,提出构建我国智慧监管标准体系、促进市场监管资源有效配置的建议;还通过对上海市电梯监管数字化与标准化研究与实践,提升上海市电梯远程监管效率的成果,希望能进一步把标准化思路和方法引入政府治理,使其充分发挥标准化的基础性、战略性作用,为持续提高政府治理水平和效率、推进政府治理体系和治理能力现代化提供参考。
Market supervision in the digital era needs to rely on emerging digital technologies to reform market supervision methods.Base on the analysis of the current situation and characteristics of the development of digital regulation at home and abroad,the paper puts forward the construction of China's intelligent regulatory standard system,and promotes the effective allocation of market regulatory resources;and also through smart elevator supervision standardization in shanghai as successful cases of improving the efficiency of Shanghai's elevator remote supervision,introduce the standardization of ideas and methods into the government governance,so as to give full play to the standardization of the fundamental and strategic role,and provide reference for continuously improving the level and efficiency of government governance and promoting the modernization of government governance system and governance capacity.
