摘要
由不安全行为引发的电力安全事故时有发生,电力安全生产形势依旧严峻复杂,考虑到不安全行为防控的复杂性、系统性,基于复杂系统管理视角构建“1253”型员工不安全行为防控体系,解析体系内涵并提出保障措施,以期为电力企业防控不安全行为和提高安全管理水平提供参考。
Power safety accidents caused by unsafe behaviors occur from time to time,and the situation of power safety production is still severe and complex.Considering the complex and systematic prevention and control of unsafe behaviors,a"1253"type employee unsafe behavior prevention and control system is constructed based on the perspective of complex system management,the connotation of such a system is analyzed,and the safeguard measures are proposed so as to offer reference for the prevention and control of unsafe behaviors from power enterprises and the improvement of safety management level.
