摘要
面向社区老年人群的完整需求,推进社区居家养老体系的整体性优化是实施积极应对人口老龄化国家战略、化解当前社区居家养老结构性矛盾的重要举措。本研究立足于人-境匹配理论,深入探究社区居家养老体系整体性优化的理论依据,构建以老年人完整需求为核心导向和根本遵循的社区居家养老指标体系,促进要素构成上的完整全面性和供需结构上的匹配性。采用全国大型调查数据进行实证检验与应用分析。结果发现,当前我国社区居家养老体系建设与老年人群实际需求之间的差距明显,发展的不均衡不充分等问题突出。建议近期重点聚焦解决失能、半失能老人的急难愁盼问题,同时长期积极发展银发经济满足老年人群日益增长的多元化需求,持续推进社区居家养老体系的整体性优化,助力中国式现代化进程中积极应对人口老龄化国家战略的深入推进。
Advancing the holistic optimization of community-based home care systems for the elderly is crucial for actively addressing the national strategy of population aging and resolving the current structural contradictions in home-based elderly care.Grounded in person-environment fit theory,this research delves into the theoretical basis for the holistic optimization of community-based home care systems.It aims to construct an elderly care index system centered on the complete needs of the elderly,fostering a comprehensive integration of elements and a match between supply and demand structures.Empirical verification and application analysis are conducted using national large-scale survey data.The findings reveal significant gaps between the current construction of China's community-based home care systems and the actual needs of the elderly population,with issues of uneven and insufficient development being prominent.The study recommends focusing on addressing the urgent and difficult issues faced by disabled and semi-disabled elderly in the short term,while actively developing the silver economy in the long term to meet the growing diverse needs of the elderly.Continuous enhancement of the holistic optimization of community-based home care systems is essential to effectively advance China's modernization process in the context of an aging population strategy.
