摘要
大力开展污水再生循环利用,是贯彻落实新发展理念、坚持和落实节水优先方针的重要措施。2022年10月,水利部等6部门联合发文启动再生水利用配置试点建设。试点实施以来,各典型试点城市结合各自实际和特点,积极谋划、主动创新,初步探索形成了一些典型经验和做法。文章在系统总结典型地区试点建设进展情况基础上,围绕体制机制、政策制度、激励机制、监督管理等方面,总结了试点建设好的经验和做法,分析了试点建设中存在的主要问题,提出了进一步推进再生水利用的政策建议,以期为加快推动试点建设、促进非常规水源利用提供决策参考。
Carrying out sewage recycling is an important measure to implement the new development concept and the policy of prioritizing water conservation.In October 2022,the Ministry of Water Resources and other six departments jointly issued a document to launch the pilot construction of reclaimed water utilization.Since the implementation of the pilot project,each typical pilot city has actively planned and actively innovated in combination with their own reality and characteristics,and has initially explored and formed some typical experiences and practices.On the basis of systematically summarizing the progress of pilot construction in typical areas,this article summarizes the experience and practice of pilot construction centering the aspects of system mechanism,policy system,incentive mechanism,supervision and management,analyzes the main problems existing in pilot construction,and puts forward policy suggestions to further promote the utilization of reclaimed water,so as to provide decision-making reference for accelerating the pilot construction and promoting the utilization of unconventional water sources.
