摘要
就业是最基本的民生,关系千家万户的生活,任何时候都要把做好就业工作摆在突出的位置。文章梳理了合肥都市圈的就业成就,分析了就业结构变化的典型特征及成因,并针对就业结构优化提出政策建议。研究结果表明:(1)合肥都市圈稳就业成效显著,保就业任重道远。(2)合肥都市圈的就业格局发生了实质性的转变,就业人员在产业间的配置得到优化,职业结构不断迈向高级化,发展民营经济成为缓解就业压力的主要途径。(3)不确定因素对就业带来冲击,劳动力供求不匹配矛盾突出,新技术加速就业结构调整,这些是造成合肥都市圈就业结构变化的主要原因。基于此,文章提出了要强化就业优先政策、进一步完善就业市场和就业指导信息服务网络体系、深化要素市场改革以及推进劳动统一大市场建设等对策建议。
Employment is the most basic livelihood,which is related to the lives of thousands of households.Doing a good job in employment should always be given a prominent position.The article reviews the employment achievements of the Hefei metropolitan area,analyzes the typical characteristics and causes of changes in employment structure,and proposes policy recommendations for optimizing employment structure.The research results indicate that:(1)The Hefei metropolitan area has achieved significant results in stabilizing employment,and there is a long way to go to ensure employment.(2)The employment pattern in the Hefei metropolitan area has undergone a substantial transformation,with the allocation of employment personnel among industries optimized and the occupational structure continuously moving towards higher levels.Developing the private economy has become the main way to alleviate employment pressure.(3)The impact of uncertain factors on employment,the prominent contradiction of labor supply and demand mismatch,and the acceleration of employment structure adjustment by new technologies are the main reasons for the changes in the employment structure of the Hefei metropolitan area.Based on this,the article proposes countermeasures and suggestions to strengthen the employment priority policy,further improve the employment market and employment guidance information service network system,deepen the reform of factor markets,and promote the construction of a unified labor market.
