摘要
本文从关键核心技术特征出发,提出了关键核心技术需要重大科技攻关的引领者、基础原创理论的发现者、前沿交叉领域的开拓者、复杂工程路线的实现者和核心制造工艺的钻研者共同支撑。以上五类人才分别存在难寻、脱节、短缺、薄弱、断档等问题,关键核心技术领域人才支撑不足呈现六大表现。强化关键核心技术领域人才支撑,在“活血”、“输血”、“强血”、“造血”等方面均面临制约因素。强化关键核心技术领域人才支撑,一是要明确以优化攻关环境“活血”、以聚焦关键中层“输血”、以重塑分配体系“强血”、以促进科教融汇“造血”的主攻方向;二是要树立底线思维理念,打造尊重、信任、自由、包容的环境;三是要完善六大机制。
This article puts forward from the core technologies in key fields characteristics of the core technologies in key fields needs major scientific and technological research leader,the basic original theory of the discoverer,cutting-edge cross-cutting areas of the pioneers,the realization of complex en⁃gineering routes and the core manufacturing process of the drilling of the common support.The above five types of talents are difficult to find,disconnected,shortages,weak,out of gear and other issues,the core technologies in key fields talent support are insufficient to show six major manifestations.Strength⁃ening the support of talents in the field of key core technologies,in the‘live blood’,‘blood transfu⁃sion’,‘strong blood’,‘blood creation’is facing constraints.To strengthen the support of talents in the core technologies in key fields,first,we should clearly optimize the research environment‘live blood’,focus on the key middle‘blood transfusion’,reshape the distribution system‘strong blood’,to promote scientific and educational integration‘blood creation’as main directions of development;second,we should establish the concept of bottom-line thinking to create an environment of respect,trust,freedom and tolerance;third,we need to improve the six mechanisms.
