新质生产力视角下高校“三融”建设的价值旨归与机制建构

The Value Orientation and Mechanism Construction of the “Three Integration” Construction in Colleges and Universities from the Perspective of New Quality Productivity

摘要 发展新质生产力是推动高质量发展的内在要求和重要着力点,引领着教育强国、科技强国、人才强国战略新的发展实践。新质生产力的理论指导下,高校“三融”(产教融合、科教融汇、职普融通)要以提升全要素生产率为根本价值旨归,形塑“人才培养匹配产业深度转型升级”的价值追求、“内源驱动应合技术革命性突破”的价值坐标以及“融合模式赋能生产要素创新性配置”的价值核心。并以此为引领,架构目标、驱动与模式“三位一体”的建设机制:首先,遵循革新人才培养的根本目标,更新供需匹配的产教融合顶层设计。以深根多链融合的科教融汇培养拔尖创新人才,以立足破壁样态的职普融通培养高素质应用型和技术技能型创新人才。其次,以增强战略性新兴产业与未来产业的企业参与、迭代科教融汇知识生产的定位与功能、提质职普“破三维”的范式方法,跃迁“三融”原创性、颠覆性科技创新引领的内源驱动。最后,以优化要素共生的产教融合、变革多螺旋高层级的科教融汇、畅通多元渠道的职普融通,升级多主体协同赋能的“三融”模式。 Developing new quality productive forces is an inherent requirement and important focus for promoting high-quality development, guiding the new development practice of the strategy of building a strong education, technology, and talent country. As the the new quality productivity theoretical foundation, the “Three Integration”(for industry and education,science and education,vocational and general education)in colleges and universities is required to take improving total factor productivity as the value goal, shaping the value pursuit of “talent cultivation matching the deep transformation and upgrading of industries”, the value coordinates of “drive to promote technological revolutionary breakthroughs”, and the value core of “integration mode empowering innovative allocation of production factors”, while construct a “three in one” mechanism based on integration goals,drivers, and models. Firstly, following the goal of cultivating innovative talents, update the top-level design of 1st integration that matches supply and demand, cultivate top-notch innovative talents through 2nd integration, and cultivate high-quality applied and technical skilled innovative talents through 3rd integration. Secondly, enhance the participation of enterprises in strategic emerging industries and future industries, iterate the positioning and functions of knowledge production through the 2nd integration, and improve the paradigm of breaking through the three-dimensional nature of vocational education, in order to leapfrog the internal driving force of original and disruptive technological innovation. Finally, by optimizing the 1st integration with symbiotic elements, transforming the multi spiral high-level the 2nd integration, and promoting the smooth and diverse channels of the 3rd integration, upgrade the “three integrations” model of multi subject collaborative empowerment.
