摘要
招投标是控制工程造价的重要环节,具体又可分为设计招投标和施工招投标。文章结合某新建小学校园工程,分析了招投标过程的造价控制策略。在设计招投标阶段,应明确提出相关的设计要求,并且利用蒙特卡洛法、生产能力指数法、系数估算法为项目的投资估算提供量化的判断依据。在施工招投标阶段,应统计工程量清单,设置合理的招标控制价,采用综合定量法进行评标。确定中标单位之后,应在合同中明确约定价款模式。
Bidding is an important link in controlling engineering costs,which can be further divided into design bidding and construction bidding.Combined with a new primary school campus project,the paper analyzes the cost control strategies in the bidding process.In the design bidding stage,relevant design requirements should be clearly proposed,and the quantitative judgement basis should be provided for the investment estimate of the project by using Monte Carlo method,the production capacity index method,and coefficient estimation method.In the construction bidding stage,the bill of quantities should be compiled,reasonable bidding control prices should be set,and comprehensive quantitative methods should be used for evaluation.After determining the winning bidder,the price model should be clearly stipulated in the contract.
