摘要
强国必先强农,农强方能国强。加快形成和发展农业新质生产力是推进实现农业现代化、建设农业强国的题中之义和内在要求。农业新质生产力赋能推进供给保障强、科技装备强、经营体系强、产业韧性强、竞争能力强的农业强国建设。基于最新数据和总体情况分析,破解农业新质生产力发展中的瓶颈,特别是在农业专业人才、科技创新、产业融合、基础设施和生产方式等方面的诸多困难,必须聚焦培养农业新质人才、提高农业科技自主创新能力、建设农业现代化产业体系、加强农业基础设施建设、改善农业生态环境质量。运用宏观、系统和前瞻的战略思维,积极培育和发展新质生产力,为建设中国特色农业强国注入强大动能。
A strengthened agriculture is the priority to a strong country.As the foundation of the national economy,agriculture is a basic and strategic industry that meets the people’s needs for a better life,achieves high-quality development and solidifies the foundation of national security.The report of the 20th National Congress of the Communist Party of China clearly puts forward the goal of accelerating the construction of an agricultural power,and China’s No.1 central document for 2023 points out the overall requirements and specific arrangements for accelerating the construction of an agricultural power.Accelerating the construction of an agricultural power is a strategic deployment made by the Central Committee of the Communist Party of China with a focus on building a modern socialist country in all respects,and it is an inevitable requirement for achieving more efficient,fair,secure,and sustainable development of agriculture.At present,the world’s unprecedented changes are accelerating,the fourth scientific and technological revolution of mankind developing rapidly,and China’s economic security situation is facing instability and uncertainty.On the basis of the stage-specific characteristics of China’s economic development and the profound changes in the world’s political economy,Xi Jinping,with profound historical insight,broad vision of the times,and forward-looking strategic thinking,has made a major decision that is in line with China’s national conditions and conform to the world trend,and has proposed accelerating the formation of new quality productivity.New Quality Productivity is the latest achievement of adapting Marxism to the Chinese context and the needs of our times.It not only promotes new changes in the development mode of industry and service industry,but also continuously penetrates into the fields of agriculture and rural areas,pointing out the direction and providing new momentum for the construction of an agricultural power and modernization of agriculture and rural areas.New q
