摘要
改革开放以来,我国在世界各地有大量电力工程,不但推动了当地的基础建设,同时也提高了我国企业的经济收益与世界影响力。但需要重视的是,部分中东、非洲、拉丁美洲国家社会环境错综复杂,民族矛盾、政治矛盾频发,且自然环境恶劣,救援物资匮乏,极易造成安全事故,威胁工作人员的生命财产安全。鉴于此,阐述了境外电力工程施工安全管理面临的新挑战,并以事前策划、事中控制、事后总结为切入点,分析安全管理措施,确保中方施工人员安全。
China has a large number of power projects around the world,which not only promotes local infrastructure construction,but also enhances the economic benefits and global influence of Chinese enterprises.However,it should be noted that some Middle Eastern,African,and Latin American countries have complex social environments,frequent ethnic and political conflicts,and harsh natural environments with scarce rescue supplies,which can easily cause safety accidents and threaten the lives and property safety of workers.In view of this,the article elaborates on the new challenges faced by overseas power engineering construction safety management,and takes pre planning,in-process control,and post summary as the starting point to analyze safety management measures,hoping to play a certain reference role.
