摘要
巩固拓展脱贫攻坚成果同乡村振兴双向嵌入是抓住乡村振兴发展机遇和全面建设中国式现代化的关键。从中国式现代化视阈下巩固拓展脱贫攻坚成果同乡村振兴双向嵌入的科学内涵出发,阐释了理论、历史、实践三重逻辑,并以陕西为研究对象,剖析了陕西实现巩固拓展脱贫攻坚成果同乡村振兴双向嵌入的既有成效,分析中国式现代化视阈下实现巩固拓展脱贫攻坚成果同乡村振兴双向嵌入过程中仍存在乡村产业升级转型困难、乡村人力资源空心化问题严重、乡村文化建设滞后、乡村基层治理僵化等现实困境,亟须构建可持续发展的现代乡村产业体系、打造绿色低碳乡村、构筑乡村人才发展新高地、建设文明和谐乡村、健全乡村治理体系。
The twoway embedding of consolidating and expanding the achievements of poverty alleviation and rural revitalization is the key to seize the opportunities of rural revitalization and development and comprehensively build Chinese path to modernization.Starting from the scientific connotation of the twoway embedding of consolidating and expanding the achievements of poverty alleviation and rural revitalization from the perspective of Chinese path to modernization,this paper explains the triple logic of theory,history and practice,and takes Chinese path to modernization as the research object,analyzes the existing achievements of Shaanxi in realizing the twoway embedding of consolidating and expanding the achievements of poverty alleviation and rural revitalization from the perspective of Chinese modernization,From the perspective of Chinese path to modernization,there are still difficulties in upgrading and transforming rural industries,serious problems in hollowing rural human resources,lagging rural cultural construction,rigid rural grassroots governance and other practical difficulties in the twoway embedding process of consolidating and expanding poverty alleviation achievements with rural revitalization.It is urgent to build a modern rural industrial system of sustainable development,create green and lowcarbon villages,and create a new highland for rural talent development Building civilized and harmonious rural areas,and improving the rural governance system.
