摘要
“兵马未动,粮草先行”,正如后勤保障之于打仗的重要性,“双一流”建设专项资金是我国“双一流”建设的重要基础。文章结合辽宁省首轮高校“双一流”建设情况,指出“双一流”建设在专项资金投入、全面预算绩效管理以及评价与监督等方面存在的问题,结合理论和实践,提出通过统筹规划和顶层设计,实现“双一流”专项资金预算编制科学化和精细化,突出专项资金资助特色,提高资金使用自主化,不断推进“双一流”专项资金预算绩效管理的信息化和智能化建设。
“The army does not move,grain and grass first”,just as the importance of logistics support to war,“double first-class”construction special fund is our country“double first-class”construction important foundation.Combining the construction of“double first-class”in the first round of colleges in Liaoning Province,the paper points out the problems in the special fund investment,overall budget performance management,evaluation and supervision,combined with theory and practice,puts forward that through overall planning and top-level design,to achieve the“double first-class”special fund budget preparation scientific and fine,highlighting the characteristics of special fund support,improve the use of funds is independent,and the information and inteligent construction of the performance management of the“double first-class”special fund budget is constantly promoted.
