摘要
随着我国构建数据要素市场计划的持续推进,数据资产安全入市且有序流动是前提,各行各业做好数据分类分级无疑是数据资产化、市场化的关键一环。通过定量、定性梳理近二十年国内数据分类分级研究成果、标准等文献,分析自动分类技术应用趋势,厘清数据分类分级的内涵、目的和责任主体,试图从国家战略、等保制度、法理保护、数据全生命周期4个理论视角,为企业全面、系统化开展数据分类分级工作实践提供参考。
With the continuous promotion of China’s plan to build a data element market,the premise is that data assets enter the market safely and flow orderly,effectively implementing data classification and grading by enterprises is undoubtedly a key part of data assetization and marketization.By reviewing quantitatively and qualitatively the literature on the research results and standards of data classification and grading in China in the past two decades,this paper analyzes the application trend of automatic classification technology,and preliminarily clarifies the connotation,purpose,and responsible parties of data classification and grading,and then tries to provide a reference for enterprises to comprehensively and systematically carry out data classification and grading work practice from the four theoretical perspectives of national strategy,classified protection system,legal protection,and data life cycle.
