摘要
分析了当前高校政府采购的现状,通过优化网上竞价系统、构建远程评标系统、互联网电子卖场系统等措施,实现高校的政府采购数字化,搭建基于互联网+的数字化政府采购平台,将高校的政府采购,从“人来定”转变为“流程来定”,从“人来做”转变为“系统来做”。依托区块链技术,引入电子签名,探究了基于电子签名的高校政府采购数字化方案,优化了营商环境,提高了采购效率,提升了服务效能,优化了资源配置,降低了采购风险。将政府采购与资产管理相结合,构建了基于电子签章的全生命周期管理体系,为我国高校政府采购的数字化改革,提供了新的思路和方法。
This paper analyzes the current situation of university government procurement,and uses measures such as optimizing online bidding system,building remote bid evaluation system,and interconnected electronic store system,to realize digital government procurement of university,build a digital government procurement platform based on Internet plus,and transform university government procurement from“people to decide”to“process to decide”,and from“people to do”to“system to do”.And relying on blockchain technology and introducing electronic signatures,we explore digital solutions for university government procurement based on electronic signatures,optimize the business environment,improve procurement efficiency,improve service efficiency,optimize resource allocation,and reduce procurement risks.Finally,by combining government procurement with asset management,a full lifecycle management system based on electronic signatures is constructed,providing new ideas and methods for the digital reform of government procurement in Chinese universities.
