摘要
伴随着经济社会的高质量发展,社会工作、慈善事业及志愿服务等领域取得了长足的发展,并呈现出相互融合的发展态势。社会工作、慈善事业及志愿服务的优质融合以满足民政服务对象的美好生活需求为出发点,以促进社会工作、慈善事业及志愿服务的高质量融合为落脚点,三者的优质融合,既是顺应社会治理现代化建设的必然趋势,也是对群众诉求的积极回应,价值理念的契合性、完善的政策制度、长期的实践探索为实现三者优质融合提供保障支持。在此基础上,从构建制度保障、优化发展环境、厘清角色定位、强化人才支撑等方面出发,提出实现社会工作、慈善事业及志愿服务优质融合的实现路径,以发挥三者在社会治理中的积极作用,推进社会治理共建共治共享。
Along with the high-quality development of economy and society,social work,philanthropy and volunteer services and other fields have made great progress,and showed a development trend of mutual integration.The high-quality integration of social work,philanthropy and volunteer services starts from meeting the needs of civil affairs service objects for a better life,and starts from promoting the high-quality integration of social work,philanthropy and voluntary services.The high-quality integration of the three not only conforms to the inevitable trend of the modernization of social governance,but also responds positively to the demands of the masses.The compatibility of value concept,perfect policy system and long-term practical exploration provide guarantee and support for achieving the high-quality integration of the three.On this basis,starting from the aspects of building institutional guarantee,optimizing development environment,clarifying role positioning,and strengthening talent support and other aspects,the realization path of the high-quality integration of social work,philanthropy and volunteer services is proposed.We should give full play to the positive role of the three in social governance and promote joint contribution,governance and shared benefits in social governance.
