摘要
互联网+政务服务系统遇到极大的挑战,诸如功能重复建设、业务功能变更困难、系统日益庞杂冗余、系统的稳定性与可靠性等问题。政务中台是解决这些问题的技术方法。通过研究政务中台运行架构、物理架构及逻辑架构设计方法,阐述政务中台的关键支撑能力的分解模式即多维关系模型、智能审批规则引擎、业务流引擎、全链路跟踪等,并对政务中台利益攸关者,即对赋能场景应用及成效等方面进行分析。政务中台已在多个地方取得良好的实践应用,助力实现一件事一次办、高频刚需智能办、跨地域一网办等创新服务。
The internet plus government affairs service system faces significant challenges,such as repeated construction of functions,difficulty in changing business functions,increasing complexity and bloating of the system,as well as issues related to stability and reliability.The government middle platform was proposed as a technological solution to address these problems.This article explored the operational architecture,physical architecture,and logical architecture design methods of the government middle platform.It elaborated on the decomposition modes of key supporting capabilities of the government middle platform,including multidimensional relationship models,intelligent approval rule engines,business flow engines,and full link tracking.Furthermore,an analysis was conducted on the application and effectiveness of the government middle platform among stakeholders.The government middle platform has already achieved successful practical applications in multiple locations,facilitating the realization of innovative services such as one-time processing of one business,intelligent processing of high-frequency and on-demand business,and unified processing of cross-regional business.
