摘要
普速铁路作为我国现代综合交通运输体系重要组成部分,在铁路客运市场占有一定的市场份额。广州局集团公司管内普速铁路呈现“四纵三横”结构,仍然具有较大规模。通过分析广州局集团公司管内普速铁路现状,剖析普速铁路点线能力、服务质量、存检能力、投资约束等方面存在的问题。在此基础上,结合国家及国铁集团相关政策,提出普速铁路客运设施装备投资策略,即:用好基本建设政策红利,推进主要干线扩能改造;争取装备购置资金,加速普客装备换代升级;高效利用大修资金,推动车辆装备改造升级;统筹技术改造资金,推进普客车站提质改造。合理运用好基本建设、装备、技术改造、大修等投资资金,最大限度地提升资金效能和计划投资效益。
Conventional railway is an important component of China's modern comprehensive transportation system and shares a certain part of the passenger railway market.China Railway Guangzhou Group has a large conventional railway network with a structure of four north-south and three east-west corridors.By analyzing the current situation of the conventional railway network in China Rail⁃way Guangzhou Group,this paper analyzes the existing problems in terms of hub-line capacity,service quality,inspection capacity,in⁃vestment constraints and other aspects.On this basis,a strategy for investment in passenger transportation facilities and equipments is proposed considering the relevant policies at both national and company levels,which is to make full use of the policies on infrastruc⁃tures to promote the capacity expansion and upgrading of main lines;get equipment procurement funds to upgrade of the passenger transportation equipment;utilize overhaul funds to promote rolling stock renovation and upgrading;coordinate technical renovation funds to promote the upgrading and renovation of stations.The purpose is to make reasonable use of investment funds for infrastructure,equipment,technical renovation and overhaul to maximize the efficiency of funds and planned investment benefits.
