摘要
在贯彻落实《专利转化运用专项行动方案(2023—2025年)》的政策环境下,文章以贵州医科大学的“脑血管介入手术模拟系统”高价值专利布局和转化作为研究对象,从高价值专利的挖掘与布局、专利价值的评估、专利的市场转化运用三个方面,对该高价值专利布局的形成与转化过程进行剖析,同时通过对专利服务机构、专利申请主体、市场应用主体的工作举措、工作经验和今后专利产业化的具体措施和做法进行归纳总结,提出针对性建议,以期为如何更有效地发挥专利服务机构的作用、盘活高校院所存量专利提供借鉴。
Under the situation of implementing the Special Action Plan for Patent Commercialization and Utilization(2023-2025),this paper takes the high-value patent layout and transformation of the “cerebral vascular interventional surgery simulation system” of Guizhou Medical University as the research object.This paper analyzes the formation and transformation process of the high-value patent portfolio from three aspects:the mining and layout of high-value patents,the evaluation of patent value,and the market transformation and application of patents.At the same time,it summarizes the working methods,working experience of patent service agencies,patent applicants and market application subjects,and the specific measures and practices of patent industrialization in the future.Then it puts forward targeted suggestions in order to provide some reference for more effectively play the role of patent service institutions and revitalize the stock patents of universities and institutes.
