摘要
生态重要性识别是区域生态保护的基础,也是重点生态功能区和生态保护红线选划的重要依据。首先从生物多样性维持、物种生活史特殊性和生态功能重要性3个方面提出了生态服务功能重要性识别方法,再通过暴露度、敏感度和适应度3个维度构建了生态脆弱性评价指标和评价方法,最后基于生态服务功能重要性和脆弱性构建了沿海滩涂生态重要性识别方法,以江苏沿海滩涂区域为研究区,评价了江苏沿海滩涂生态重要性并提出分区管控建议。结果表明:江苏沿海滩涂生态极重要区面积为704.74 km^(2),占滩涂总面积的13.56%,生态重要区域面积为1865.07 km^(2),占沿海滩涂总面积的35.90%。江苏沿海滩涂生态重要区呈现“一带一区”分布格局。基于生态重要性研究区划分为核心区、缓冲区、修复区和预防区。核心区原则上禁止一切人为活动;缓冲区仅允许有限的人为活动;修复区应加强受损生态的整治修复;预防区实施协调保护,防止生态破坏。
The identification of ecological importance is the basis of regional ecological protection and the main basis for the selection of ecological protection red lines.In this paper,the importance identification method of ecological service function is proposed from three aspects of biodiversity maintenance,species life history particularity and ecological service function importance,and then the ecological vulnerability evaluation index and evaluation method are constructed from three dimensions of exposure,sensitivity and adaptability.Finally,based on the importance and vulnerability of ecological service function,the identification method of ecological importance of tidal flat is constructed.Taking tidal flat of Jiangsu as the research area,the ecological importance of tidal flat is evaluated,and the suggestions of zoning management and control are put forward.The results show that the area of the ecologically important area is 704.74 km^(2),accounting for 13.56%of the tidal flat area,and the area of ecologically important area is 1865.07 km^(2),accounting for 35.90%of the total tidal flat area.The ecologically important tidal flat areas in Jiangsu Province show a distribution pattern of“one belt and one area”.According to the ecological importance,the study area is divided into core area,buffer area,restoration area and prevention area.In principle,all human activities are prohibited in the core area.The buffer zone only allows limited human activities.The restoration of damaged ecology should be strengthened in the restoration area.The prevention area should implement coordinated protection to prevent ecological damage.
