流通数字化对产业消费“双升级”的影响

Research on the Impact of Digitization of Circulation on the"Dual Upgrade"of Industry and Consumption

摘要 在数字经济时代,大数据、人工智能等数字技术对传统商贸流通业的深度赋能,已成为畅通国内大循环、推动经济高质量发展的重要驱动力量。促进产业消费“双升级”可以有效疏通国内大循环的堵点,解决循环不畅的难点,实现供需有效衔接,以供给端推力和消费端拉力催生我国经济增长新的内生动力。选取2011—2022年我国30个省份(未包括香港地区、澳门地区、台湾地区和西藏)的面板数据,采用熵权法、耦合度和耦合协调度模型合成产业消费“双升级”指数,在此基础上运用面板固定效应模型实证分析流通数字化对产业消费“双升级”的影响效应。研究发现,流通数字化会显著促进产业消费“双升级”,但这种作用在不同地区和不同制度环境下存在差异,中部地区和东部地区流通数字化对产业和消费“双升级”的促进作用高于西部地区,制度环境水平高的省份流通数字化对产业消费“双升级”的促进作用高于制度环境水平低的省份。中介效应模型估计结果显示,流通数字化可以通过提升市场化水平和技术创新能力促进产业消费“双升级”。鉴于此,我国应加强数字技术在流通领域各环节的应用,优化流通网络布局,畅通区域间商贸流通渠道,提升资源流通配置效率;加大数字技术研发创新的政策支持力度,提高数字研发创新能力,提升数字技术与产业融合的深度和广度,激励流通业数字研发创新;优化数字普惠金融的服务环境,加快金融机构数字化转型,提升全民数字金融素养,增强金融机构数字普惠金融业务风险的管控能力;因地制宜实施差异化的流通数字化发展战略,尤其是东中部地区应布局与当地产业相对应的数字化技术,引导形成具有区域特色的流通产业数字化发展新模式;不断完善市场机制,提高市场化水平,营造良好的法制环境,提高政府的治理能力。 In the era of digital economy,the deep empowerment of traditional commercial circulation industry by digital technologies such as big data and artificial intelligence has become an important driving force for smooth domestic circulation and promoting high-quality economic development under the background of new development patterns.Promoting the"dual upgrading"of industry and consumption can effectively unblock the bottlenecks in the domestic circulation,solve the difficulties of poor circulation,achieve effective connection between supply and demand,and stimulate new endogenous driving forces for China's economic growth through supply side push and consumption side pull.The panel data of 30 provinces(excluding Hong Kong region,Macao region,Taiwan region and Xizang)from 2011 to 2022 are selected to synthesize the"double upgrade"index of industry and consumption using entropy weight method,coupling degree and coupling coordination degree models.On this basis,the panel fixed effect model is used to empirically analyze the impact of circulation digitization on the"double upgrade"of industry and consumption.It is found that circulation digitization would significantly promote the"double upgrade"of industry and consumption,but this effect is different in different regions and different institutional environments.The promotion of circulation digitization on the"double upgrade"of industry and consumption in central and eastern regions is higher than that in western regions;and the promotion of circulation digitization on the"double upgrade"of industry and consumption in provinces with high institutional environment level is higher than that in provinces with low institutional environment level.The estimation results of the mediation effect model show that digitization of circulation can promote the"dual upgrading"of industry and consumption by improving the level of marketization and technological innovation.In view of this,China should,first,strengthen the application of digital technology in various aspects of the cir
