摘要
基层治理是全部政治生活的基础,是国家治理的基石,其核心是基层民主。基层民主是一种直接民主形式,构筑了人民当家作主制度实践的坚实支撑和最广泛基础。基层直接民主的实践是历史的、经验的,也是前瞻的。深化基层直接民主的实践,需要建构起体现引导、规范和激励功能的基层直接民主制度体系。基层直接民主制度体系是当代中国基层组织框架内各类制度要素根据一定的原则所建构的具有内在一致性的结构化制度形态,具有导向性、保障性、激励性显著特征。基层直接民主制度体系既是社会主义民主制度体系的结构性要素,也是国家治理体系的重要组成部分。基层直接民主制度体系包括党的基层组织民主体系、基层政权组织民主体系和自治组织的民主体系。前者发挥领导和保障作用,后者是基层民主治理的核心结构。完善的基层直接民主制度体系,具有塑造秩序和激发活力的功能。理解基层直接民主制度体系的内涵、结构与功能,对于清醒面对基层民主治理面临的挑战,聚焦中国式现代化发展逻辑中的基层问题,走民主与法治之路,在更高层次上实现基层直接民主制度体系的完善和发展,具有重要价值。
Grassroots governance serves as the cornerstone of state governance and political life in China,with grassroots democracy being its linchpin.As a for m of direct democracy,grassroots democracy provides a sturdy foundation for realizing the people’s sovereignty in the country.The historical and empirical significance of grassroots direct democratic practices in China underscores the nation's political development.To enhance these practices,establishing a comprehensive grassroots direct democratic system is imperative.Such a system should encompass functions like direction,regulation,and motivation,while remaining internally coherent and aligned with both principles and reality.Prioritizing values such as objective-orientation,sustainability,and invigoration,China’s grassroots direct democratic system integrates seamlessly into the nation's socialist democratic and state governance systems.It consists of the grassroots organizational democratic system led by the CPC,the democratic system centered on grassroots government,and the democratic system of grassroots autonomous organizations.While the CPC's organizational system at the grassroots level provides leadership and support,the democratic system of grassroots autonomous organizations is pivotal in China's grassroots democratic governance.Further reforms to China’s grassroots direct democratic system are necessary to shape social order and foster social vitality.Understanding the components,structure,and functions of this system is crucial.It enables us to grasp the challenges in grassroots democratic governance,address issues at the grassroots level arising from China's modernization efforts,uphold democracy and the rule of law,and refine the grassroots direct democratic system accordingly.
