摘要
我国发电部门碳排放占全国碳排放总量的40%左右,其低碳转型对实现“双碳”目标至关重要。电力供应低碳转型是一场系统性变革,为此,本文从系统视角梳理了影响电力供应低碳转型的关键因素,提出了包含反馈指标、电力供应核心和支持系统三个模块的电力供应低碳转型逻辑框架,并据此分析我国电力供应低碳转型的进展、主要问题和面临的挑战。在此基础上,从核心要素、协调发展、需求空间三个方面,提出促进我国电力供应低碳转型的对策建议。
CO,emissions from the power generation sector account for about 40% of China's total CO,emissions.Decarbonization in power generation is crucial to obtaining China's"carbon peaking and neutral"goal and is a systematic transformation.This study,guided by systems thinking,clarifies the factors related to the low-carbon transformation of the power supply.It proposes a logical framework for the low-carbon transformation of the power supply,consisting of three modules:the feedback indicator,the core of power supply,and the support system.Based on this framework,the progress and main challenges of low-carbon development in China's power supply are investigated.Building upon this foundation,policy recommendations are put forward from the following aspects:core elements,coordinated development,and demand.
