摘要
管控城市初期雨水径流能够改善雨水水质、削减城市面源污染、提高雨水资源化利用率,对水环境保护、城市雨洪管理和可持续发展意义重大。我国在初期雨水径流管控的政策法规和标准规范制定、技术研究应用等方面与西方发达国家存在差距。源头削减、传输过程控制和末端治理等技术可以改善初期雨水水质,控制雨水径流污染,但仍需深入研究。为了更好地管控初期雨水径流,提出3点建议:(1)完善初期雨水径流控制评价体系,制定切合实际的政策法规和规范标准;(2)形成合理的从源头-传输-末端的初期雨水径流全流程治理体系;(3)在工程实践中选择适宜的初期雨水径流管控技术或多技术的组合。
The control of urban initial stormwater runoff can improve stormwater quality,reduce urban non-point source pollution,and improve rainwater resource utilization,which is of great significance to water environment protection,urban stormwater management and sustainable development.There is a gap between China and western developed countries in the formulation of policies,regulations,standards,technical research and application of initial stormwater runoff control.Technologies such as source reduction,transmission process control and terminal treatment can improve the initial stormwater quality and control stormwater runoff pollution,but further research is needed.In order to better control the initial stormwater runoff,three suggestions are put forward:①the evaluation system of early rainwater runoff control should be improved and practical policies,regulations and standards are formulated;②a reasonable whole-process management system for initial stormwater runoff from source to transmission to terminal is formed;③the appropriate initial stormwater runoff control technology or the combination of multiple technologies should be selected in engineering practice.
