摘要
在新型电力系统发展背景下,国家鼓励风电、光伏等新能源发电全面参与市场化交易的政策信号持续增强。为探索通过科学的市场政策机制设计促进风光新能源电力的规划投资建设以及高比例安全消纳,从新能源发电规划投资、电能交易、关联市场3个层面构建了包含规划目标、市场激励,新能源参与电力中长期市场、现货市场,分布式新能源交易机制,以及电力市场与辅助服务市场、容量市场、绿证市场、碳市场、金融市场协同等10个维度在内的对标体系,选取德国、英国、美国(加州和得州)为对标对象进行分析,结合对标结果为我国风光新能源发电市场政策机制设计提出相关建议和展望。
With the development of new power systems,policy signals encouraging wind power,photovoltaics,and other new energy power generation systems to participate fully in market-oriented transactions are being strengthened.To explore a scientific market policy mechanism to promote the planning and investment of new energy power generation and a high proportion of safe consumption,a benchmarking system was built from the aspects of the construction,operation,and related markets of new energy power generation.The benchmarking system includes ten dimensions:medium-and long-term electricity markets,spot markets,energy trading mechanism,electricity markets and auxiliary service markets,capacity markets,green certificate markets,carbon markets,and financial market coordination.In addition,Germany,the United Kingdom,and the United States(California and Texas)were analyzed as benchmarking objects.Based on the benchmarking results,relevant suggestions and prospects were put forward for the design of policy mechanisms for the new energy power generation market.
