摘要
随着油田新型采油管理区建设的不断推进,各管理区在新投井开发、油气站库升级改造、老旧淘汰设备更新换代、管线新建、改建、维修等过程中都会涉及到各类高风险施工作业。在这些高风险施工过程中监护人对于保障施工安全、制止违章行为、防范事故发生起到了至关重要的作用。文章通过对采油现场高风险现状的分析,探讨了在高风险施工中监护人员职责落实情况,通过列举监护人常见的违章行为,剖析违章行为发生的根源,从而减少采油现场高风险施工作业中监护人违章数量,降低事故发生的概率,提高采油现场安全管理水平。
With the continuous advancement of the construction of new oilproduction management areas in oil f ields,various highrisk construction operations will be involved in the development of new wells,the upgrading of oil and gas station repositories,the replacement of old obsolete equipment,the construction,reconstruction and maintenance of pipelines.In these high-risk construction process,the guardian plays a vital role in ensuring construction safety,stopping illegal behaviors and preventing accidents.Based on the analysis of the high-risk status of the oil production site,this paper discusses the implementation of the duties of the guardians in high-risk construction.By listing the common violations of the guardians,the root causes of the violations are analyzed,so as to reduce the number of violations by the guardians in high-risk construction operations of the oil production site,reduce the probability of accidents,and improve the safety management level of the oil production site.
