摘要
加快发展新质生产力是实现经济社会高质量发展的关键。发展新质生产力,需要坚持系统观念,围绕科技创新、产业发展、人才培养三个着力点,把握新旧协同、技产协同、区域协同、机制协同四个协同发展路径。科技创新是核心,要加强高端装备技术、数字科技前沿领域技术、融合应用技术和可以孕育新型生产工具技术的创新。产业发展是落脚点,要推动传统产业优化升级,加快发展战略性新兴产业,积极培育未来产业。人才培养是关键,要打造更高质量的劳动者队伍,弘扬科学家精神,发挥企业家精神的作用。发展新质生产力的三个着力点需要协同发展,尤其是协同好新旧质态的生产力、技术创新与产业发展、因地制宜与主体功能、市场自发机制与新型举国体制等方面的关系,才能取得更好的突破。
Accelerating the development of new quality productive forces is key to achieving high-quality economic and social development.To develop new quality productive forces,it is essential to adhere to a systemic approach,focusing on three key areas:scientific and technological innovation,industrial development,and talent cultivation,while grasping four collaborative development pathways:synergy between old and new productive forces,integration of technology and industry,coordination among regions,and harmony of mechanisms.Scientific and technological innovation serves as the core,necessitating enhanced innovation in advanced equipment technologies,frontier fields of digital technology,convergent application technologies,and those that can give birth to new production tools.Industrial development represents the ultimate goal,involving the optimization and upgrading of traditional industries,accelerating the development of strategic emerging industries,and actively fostering future-oriented industries.Talent cultivation is crucial,requiring the cultivation of higher-quality workforce,upholding the spirit of scientists,and leveraging the role of entrepreneurial spirit.Innovation,industry,and talent must progress in a coordinated manner,with particular emphasis on synergizing the old and new forms of productive forces,aligning technological innovation with industrial development,adapting measures to local conditions while fulfilling primary functions,and balancing market-driven mechanisms with a new national system approach.
