摘要
科研经费管理是研究型医院科研管理的重要组成部分,通过完善医院科研经费管理,从而提高科研项目的完成质量和研究型医院的建设效果。文章通过分析医院科研经费的建账、使用和关账的管理流程,分析医院科研经费管理现存的问题并提供解决对策。结果表明,目前医院科研经费管理存在经费报销耗时过长、预算流于形式、部门之间存在信息和专业壁垒以及内部监管力度不足等问题。通过推行“包干制”、建立财务信息系统、培养高层次财务人员、完善科研项目的审计制度等对策可以优化医院科研经费的管理。
The management of scientific research funds is an important part of scientific research management in research hospitals.Through improving the management of scientific research funds in hospitals,the quality of scientific research projects and the construction effect of research hospitals can be improved.This article analyzed the management process of the establishment,use and closing of hospital research funds,analyzed the existing problems in the management of hospital research funds and provided solutions.At present,there are some problems in the management of hospital scientific research funds,such as too long time spent on reimbursement of funds,budget becoming a mere formality,information and professional barriers between departments,and insufficient internal supervision.The management of hospital scientific research funds can be optimized through the implementation of the“lump sum system”,the establishment of financial information systems,the training of high-level financial personnel,and the improvement of the audit system of scientific research projects.
