摘要
造价控制是总包项目管理的重点和难点。如何针对我国总包模式类型划分以及总包市场的具体情况,选用相应的定价策略,并明确各种定价策略下造价控制要点与对策是一个建设单位关注的问题。首先,分析总包项目造价控制存在的问题。其次,分析总包项目定价策略及其选用的影响因素,并研究定价策略的选用。第三,研究两种定价策略下总包项目全过程造价控制要点与对策。最后提出对策与建议。研究结果表明,定价策略选用与总包模式类型以及“发包人要求”编制质量水平密切相关,两种定价策略下总包项目全过程造价控制要点与对策是不同的。研究成果为发包人确定定价策略以及开展两种定价策略下总包项目全过程造价控制提供参考。
Cost control is a key and difficult point of EPC project management.Considering this,a construction unit needs to select an appropriate pricing strategy and identify cost control essentials and countermeasures under different pricing strategies on the premise of taking China's EPC model classification and concrete situations of the EPC market into consideration.Firstly,problems existing in EPC project cost control were analyzed in this study.Secondly,EPC project pricing strategies and influencing factors on their selection were analyzed on the one hand;and on the other hand,it investigated how to select a proper pricing strategy.The third section probed into whole-process cost control essentials and countermeasures of EPC projects subjecting to two pricing strategies.At last,relevant countermeasures and suggestions were raised.As demonstrated in research findings,the selection of an appropriate pricing strategy is closely associated with the type of EPC model and the quality of the"requirement for employer"compiled.Based on two different pricing strategies,whole-process cost control essentials and countermeasures are also different respectively as far as an EPC project is concerned.Hopefully,the research achievements in this paper can be used for reference by the employer to confirm a proper pricing strategy and perform whole-process cost control for the EPC project subjecting to two different pricing strategies.
