摘要
文化领导权事关党和国家的前途命运,事关民族凝聚力、向心力的聚散分合,事关党的思想宣传文化工作的功能成效。从政党叙事层面来看,党的文化领导权在价值、议题、制度与行动等层面凸显出鲜明特质:就价值趋向而言,党的文化领导权并非文化霸权,而是巩固权威与活力激发的统一体,“从马克思到当代”的思想史积淀奠定了政党引领文化发展的权力逻辑。就议题构成来讲,文化领导权涉及主体力量、权力内容、发展理念、目标要义等结构维度,集中回应了“谁来领导”“领导什么”“为谁领导”“为何领导”等问题要件。就制度框架来说,文化领导权的巩固,内在要求构建一整套系统完备、科学规范的制度框架。就行动机理而论,新时代坚持党的文化领导权必须坚持贯彻习近平文化思想的理论指引,在“两个结合”中守正创新,赋予人民群众以文化主体地位,树立自信自强的文明心态。
Cultural leadership is related to the future and destiny of the Party and the country,the gathering,dispersing,and merging of national cohesion and centripetal force,and the functional effectiveness of the Partys ideological propaganda and cultural work.From the perspective of political party narrative,the cultural leadership of the Party highlights distinct characteristics in terms of values,issues,systems,and actions.In terms of value trends,the cultural leadership of the Party is not cultural hegemony,but a unity of authority and vitality stimulation.The accumulation of ideological history from Marx to the current generation'has laid the power logic for political parties to lead cultural development.In terms of topic composition,cultural leadership involves structural dimensions such as subject power,power content,development concepts,and goals,and focuses on addressing issues such as"who will lead","what to lead","for whom to lead",and"why to lead",In terms of institutional framework,the consolidation of cultural leadership requires the construction of a complete and scientifically standardized institutional framework.In terms of actions,to uphold the Party's cultural leadership in the new era,we must adhere to the theoretical guidance of Xi Jinping Thought on Culture,be upright and innovative in the"two combinations",give the people the dominant position in culture,and establish a civilized spirit of self-confidence and self-improvement.
