摘要
新质公安战斗力的概念是顺应新质生产力的概念而提出的。新质生产力发展带来社会新发展格局,也同时带来社会治安新常态,公安机关为适应这一社会治安新常态需要努力构建新安全格局,并从加快形成和提升新质公安战斗力方面着手进行实践。加快形成和提升新质公安战斗力需要从关注其生成逻辑作为起点,从马克思主义生产力理论来把握其理论逻辑,从公安工作的历史发展经验来分析其历史逻辑,从支撑与服务中国式现代化的必然要求来认识其现实逻辑。新质公安战斗力的科学内涵需系统辩证地认识到“新”是工作起点,“质”是目标追求,“以新促质”是核心要义,而“战斗力”则是关键落脚点。新质公安战斗力的实践路径需要从思想政治、社会治理、队伍建设、创新发展等重要能力维度出发,为奋力推进公安工作现代化提供动力,从而支撑与服务中国式现代化。
The concept of new-quality public security combat effectiveness is put forward in accordance with the concept of new-quality productive forces.The development of new quality productivity brings a new pattern of social development,but also brings a new normal of social security.In order to adapt to this new normal of social security,public security organs need to strive to build a new security pattern,and start from accelerating the formation and improvement of new quality public security combat effectiveness.To accelerate the formation and promotion of the new-quality public security combat effectiveness,we need to start from the generative logic,grasp its theoretical logic from the Marxist productivity theory,analyze its historical logic from the historical development experience of public security work,and understand its realistic logic from the inevitable requirements of supporting and serving the Chinese modernization.The scientific connotation of new-quality public security combat effectiveness needs to systematically and dialectically recognize that“new”is the starting point of work;“quality”is the goal pursuit;“promoting quality with new”is the core meaning;and“combat effectiveness”is the key foothold.The practical path of new-quality public security combat effectiveness needs to start from the important capacity dimensions of ideology and politics,social governance,team building,innovation and development,so as to provide impetus for vigorously promoting the modernization of public security work,so as to support and serve the Chinese modernization.
