摘要
公共管理人才培养攸关国家善政良治、长治久安。作为提升人才培养质量的首要问题,促进人才培养模式,特别是公共管理人才培养模式优化调整尤显迫切,探究公共管理人才培养模式影响要素、运行逻辑、改革过程机制尤显必要。从挖掘(公共管理)人才培养模式内涵切入,解构出人才培养模式诸要素和宏观运行逻辑,进而以之为分析框架实现对“双一流”背景下A大学公共管理类专业教学改革的检验论证,建构公共管理人才培养模式改革过程机制。研究发现,对人才培养模式内涵的理解可以从“培养环境变化—教育思想和政策应对—培养目标和规格‘计划’—基本培养方式运行革新—培养环境‘质变’”这一“从认识到实践”的循环过程把握。A大学公共管理类专业较完整的教学改革案例体现了公共管理人才培养模式改革过程机制,特别是该专业特色的“理论—实践—产出”三层次基本培养方式创建理路,或可为探索我国公共管理人才培养模式及其改革提供理论启发和实践借鉴。
The training of public administration talents is crucial for good governance and long-term stability of a nation.As a primary concern in enhancing the quality of talent cultivation,there is an urgent need to promote and adjust the training modes,particularly those related to public administration.It is essential to explore the elements,operational logic,and reform mechanisms of the public administration talent training modes.This study starts by delving into the connotations of the public administration talent training mode,deconstructing its elements and macro-operational logic,and subsequently uses this analysis framework to examine the teaching reforms in public administration-related majors in A University under the“Double First-Class”context,constructing mechanisms for reform processes in public administration talent training.The research finds that the understanding of the connotations of the talent training mode can be grasped through a cyclical process from“understanding to practice”,which includes changes in the training environment,responses of educational thoughts and policies,setting of training goals and specifications,innovation in basic training methods,and a qualitative transformation of the training environment.The comprehensive case of teaching reforms in public administration in A University illustrates the reform process mechanism of the public administration talent cultivation model,especially the creation logic of the“theory-practice-output”three-tier basic training method characteristic of the major,which could provide theoretical insights and practical references for exploring and reforming public administration talent training modes in China.
