摘要
基于2008—2021年长江经济带108个地级市面板数据,采用双重差分模型和中介效应模型,实证分析流域横向生态补偿政策对碳排放的影响及其作用机制。结果表明:流域横向生态补偿政策显著抑制碳排放量,政策实施力度每增加一个单位,碳排放量平均减少3.7701个单位,且经过一系列检验后结果仍然稳健;机制检验表明,政策实施通过提升金融发展水平和促进科学技术创新两条作用渠道实现碳减排;异质性分析结果验证政策实施效果受社会经济和创新创业双因素的影响,政策实施力度每增加一个单位,一般城市的碳排放量减少2.5230个单位,与低创新创业环境城市相比,高创新创业环境城市在碳减排效果上表现出更明显的优势。据此,建议中小流域因城施策,在推广创新技术和建立监测评估机制、强化政策和资金投入等方面予以支持。
Leveraging panel data encompassing 108 prefecture-level cities in the Yangtze River Economic Belt from 2008 to 2021,this study employs a double difference model and an intermediary effect model to empirically investigate the impact of river basin horizontal ecological compensation policies on carbon emissions and elucidate the underlying mechanisms.The results show that the river basin horizontal ecological compensation policy significantly suppresses carbon emissions.For every incremental increase in the intensity of policy implementation,carbon emissions are reduced on average by 3.7701 units.Additionally,the robustness of these results is confirmed through a series of tests.Mechanism testing shows that policy implementation achieves carbon emission reductions through two channels including improving financial development and promoting scientific and technological innovation.The results of heterogeneity analysis verify that the policy implementation effect is affected by the dual factors of social economy and innovation and entrepreneurship.For every incremental increase in the intensity of policy implementation,carbon emissions in typical urban areas decrease by 2.5230 units.Furthermore,cities with a high innovation and entrepreneurship environment demonstrate a more pronounced advantage in carbon emission reduction compared to those with a low innovation and entrepreneurship environment.Based on this,it is recommended that small and mediumsized watersheds implement city-specific policies,provide support in promoting innovative technologies,establish monitoring and evaluation mechanisms,and strengthen policies and capital investment.
