新能源汽车何以驱动可再生能源技术创新?——基于双重差分模型的检验

How can new energy vehicles drive renewable energy technology innovation?A test based on the difference-in-differences model

摘要 可再生能源技术创新是摆脱化石能源依赖、实现能源绿色低碳转型的关键路径。新能源汽车为能源转型提供了时代机遇,具备诱发城市可再生能源技术创新的潜力。基于中国284个城市2006—2020年的平衡面板数据,以新能源汽车推广应用城市建设为准自然实验,构建了双重差分模型,识别并检验了新能源汽车影响可再生能源技术创新的作用机制及其异质性。研究发现,试点政策显著提升了城市可再生能源技术创新水平,且该结论得到PSM-DID、Goodman-Bacon分解、安慰剂检验等多轮稳健性测试的支持。异质性分析表明,在节能减排约束力度更大、自然资源依赖程度更深和知识产权保护强度更高的城市,试点政策对可再生能源技术创新的提升效果更强。此外,政府引领驱动、制度环境推动和能源消费拉动是重要的影响机制。因此,在试点城市建设过程中,中国政府需总结经验,切实结合城市能源资源禀赋,不断探索试点政策推进可再生能源技术创新的靶向路径,持续释放创新红利以驱动能源转型。 Renewable energy technology innovation(RETI)is a critical pathway for transitioning from fossil fuel dependency and achieving a green and low-carbon energy transformation.New energy vehicles(NEVs)offer a timely opportunity for this energy transition and have the potential to catalyze urban RETI.This study is based on balanced panel data from 284 cities in China from 2006 to 2020 and uses the construction of the NEV promotion and application city as a quasi-natural experiment.The study uses a difference-in-differences(DID)model to examine the effect mechanisms and heterogeneity of the impact of NEVs on RETI and finds that the pilot policy significantly enhances urban RETI levels,and this conclusion is supported by multiple robustness tests,including PSM-DID,Goodman-Bacon decomposition,and placebo tests.The heterogeneity analysis shows that the NEV pilot policies have a stronger promotional effect on RETI in cities with stronger energy-conservation and emissions-reduction constraints,greater dependence on natural resources,and more intense intellectual property protection.Government leadership,the institutional environment,and energy consumption are important influencing mechanisms.Therefore,in constructing pilot cities,the Chinese government needs to learn from the experience and effectively combine urban energy and resource endowments,continuously explore targeted paths for pilot policies to promote RETI,and release innovation dividends to drive energy transformation in an ongoing way.
