摘要
海洋牧场作为推动海洋渔业可持续发展的重要举措,已经在实践中得到了广泛应用。挪威作为海洋牧场建设发达国家,其在海洋牧场立法方面的经验对我国海洋牧场建设具有一定的借鉴意义。通过对挪威海洋牧场立法背景和立法主要内容进行文献文本梳理,结合我国海洋牧场建设发展现状及存在的问题,分析挪威海洋牧场立法经验,得出其对我国海洋牧场建设的启示,并提出我国海洋牧场建设发展建议:提高生态环保意识并加强统筹规划,制定相关法律法规以提供政策保障,明确相关部门责权并完善监管体系。
Marine ranching is a widely used marine fisheries development initiative.As a developed country in marine ranching construction,Norway’s experience in marine ranching legislation has a certain reference significance for China's marine ranching construction.Through the literature review of the Norway marine ranching legislation background and the main content of legislation,combined the problems existing in the development of China's marine ranching construction,this paper analyzes the inspiration of Norway's marine ranching legislation to China's marine ranching construction,and puts forward the development of China's marine ranching construction proposals as followings.Raise awareness of eco-environmental protection and strengthen integrated planning,formulate relevant laws and regulations to provide policy protection,clarify the responsibilities and powers of relevant departments and improve the regulatory system.
