摘要
在水利部的领导下,水利部珠江水利委员会超前谋划、精心组织实施北江流域水工程群联合调度,成功防御北江“2024.4”特大洪水,保障了北江流域尤其是粤港澳大湾区防洪安全,有效减轻了洪涝灾害损失。对北江流域“2024.4”特大洪水水工程群联合调度过程进行全面复盘,研判防洪调度面临的严峻形势,分析了洪水发展过程不同阶段水工程群联合调度方式和调度效果,探讨了水工程群防洪联合调度过程中存在的制约因素,提出了进一步完善流域水工程群联合调度工作的对策与建议,对提高北江流域大洪水防御、提高粤港澳大湾区防洪保障能力具有重要意义。
Under the leadership of the Ministry of Water Resources of China,the Pearl River Water Resources Commission has planned ahead,carefully organized and implemented the joint scheduling of water projects group in the Beijiang River Basin,successfully prevented the "2024.4" severe flood,ensured the flood safety of the Beijiang River basin,especially the GuangdongHong Kong-Macao Greater Bay Area,and effectively reduced flood losses.The process of joint water projects group scheduling of "2024.4" major flood in Beijiang River Basin was reviewed,the severe situation of flood operation was evaluated,the mode and effect of joint scheduling of water projects group in different stages of flood development were analyzed,and the constraints existing in the process of joint flood scheduling of water projects were discussed.The countermeasures and suggestions to further improve the joint scheduling of basinal water engineering groups are put forward,which is of great significance to improve the flood prevention of Beijiang River Basin and the flood protection capability of Guangdong-Hong kong-Macao Greater Bay Area.
