摘要
为了评价“一带一路”国内沿线省市的物流绩效,首先建立相关的投入产出评价指标体系,运用数据包络分析方法得出各地区的物流效率指数,找出影响物流绩效的关键因素。再运用聚类分析,按照国内沿线各省市物流效率表现性质进行分组,对比各组的物流效率差异和特征。研究结果表明:“一带一路”倡议提出后,国内沿线18个省市的物流效率均有明显提升,全要素生产率表现良好,但技术效率、服务水平、社会效益、政府行为等方面仍有提升的空间,最后提出促进“一带一路”国内沿线省市物流绩效的建议,包括:重视物流技术的研究创新与应用、加大物流基础设施建设投入、制定和完善相关法律法规、提供税收优惠和补贴等激励政策、推动地域间物流效率的均衡发展等。
In order to study and evaluate the logistics performance of provinces and cities along the Belt and Road in China,we established the Belt and Road logistics performance evaluation index system,includ⁃ing output and input indicators,and collected the relevant data of the 18 provinces and cities along the Belt and Road in China from 2008 to 2021.Secondly,using the DEA-Malmquist index model and DEAP2.1,we carried out a dynamic evaluation of the logistics performance of,respectively and in the order of,the re⁃gions as a whole,each individual city and province,and each level of the index system.Then,according to the year when the regional Belt and Road policies were proposed,we divided the input and output indica⁃tors of the above provinces and cities into two stages,and compared their logistics performance before and af⁃ter said policies.Finally,using the cluster analysis method,we carried out the cluster analysis of the DEAMalmquist output,and explored the regional differences in logistics performance among the provinces and cities along the Belt and Road in more detail.The results show that:(1)From the perspective of time,the overall logistics efficiency of the provinces and cities performs well on the whole,showing a fluctuating upward trend,but there is still large space for im⁃provement.(2)From the perspective of a province/city,technical efficiency is the key factor restricting its to⁃tal factor productivity.(3)From the level of the performance indicator system,most provinces and cities have failed to achieve full effectiveness in service qualities,social benefits and government behavior,and there is still room for improvement.(4)After the announcement of regional Belt and Road policies,the logistics effi⁃ciency of provinces and cities along the Belt and Road has been significantly improved.(5)Judging from the cluster results,provinces and cities with similar efficiency index have showed regional dispersion.Based on the above research results,in order to promote the high-quality development of the
