摘要
全球化在带来国际资本的同时,也会产生或加剧区域间发展失衡、经济关系疏离。以往的研究多从内部视角关注越南应对区域发展失衡的财政措施,而对于全球化扮演的角色、应对举措的演变及其对越南现代化的意义等关注不够。随着全球化因素的不断深入,越南党和政府越来越重视从全球化的视角审视区域发展问题并制定应对措施,其区域发展规划和政策实践也在不断丰富和完善,形成了多层次的措施体系。越南区域发展规划取得了明显成效,同时也面临诸多瓶颈。随着中国主导的“泛亚铁路”计划和“一带一路”倡议的持续推进,中南半岛的互联互通正在落实,为越南发展空间重构和区域平衡发展提供了外部战略依托。
While globalization brings in international capital,it also generates or intensify regional development imbalances and the alienation of economic relations.Previous studies mostly focused on Vietnam's fiscal measures to deal with regional development imbalances from an internal perspective.However,there is insufficient attention to the role of globalization and its significance to Vietnamese modernization,the evolution of response measures.With the deepening of globalization factors,the Party and Government Vietnam increasingly emphasize a global perspective in examining regional development and develop response measures.Its regional development plans and policy practices have been also constantly enriched and improved,forming a multi-level system of measures.Vietnam's regional development plan has made remarkable achievements,but it also faces many challenges.With the continuous advancement of the China-led“Trans-Asian Railway Network”plan and the“One Belt One Road”initiative,the connectivity of Indochina Peninsula is being implemented,providing an external strategic support for the restructuring of Vietnam's development space and promoting balanced regional development.
