摘要
高校教学督导工作不可避免地要受制于其外在环境之多重“势”的影响。除了深度认知和充分把握外在的“势”,各方还应对高校教学督导工作内在的“失道”“无法”“乏术”“近器”问题保持高度警惕,进而着力创新督导工作的运行体系,有效推进督导工作“弘道”“合法”“驭术”“成器”:以关于课程思政和“大思政课”建设的中央文件精神为理念指引和行动依据;超越认知藩篱,消弭理念赤字,丰富督导工作的内涵和外延;深化督导工作制度资源供给侧结构性改革,精准定位督导工作的职能;根据教育规律和师生发展的实际需求,完善督导工作的目标与方式;有效把握时代机遇,全面剖析督导工作的科技需求点,充分依托科技赋能;采用“立体环绕”的督教督学和看课听课评课方式,注重对教学过程的全方位深入考察;优化督导工作队伍的年龄与素质结构,在督导员选聘时注重对申请人综合素养尤其是德性修养的严格把关;强化针对督导员的督导评价和教育培训。
The teaching supervision work in universities is inevitably subject to the influence of multiple potentials of their external environment.In addition to deeply understanding and fully grasping the external potential,all stakeholders should remain highly vigilant about the problems of unfairness,imperfect systems,imperfect methods,and lack of skills in university teaching supervision work.There should be a focuson innovating the operation system of supervision work and effectively promoting supervision work that follows the essential laws,has a reasonable system,efficient working methodsand a high-quality work team.Furthermore,central government's series of spiritual instructions on ideological and political curriculum and big ideological and political course should be taken as conceptual guidance and action basis;transcend cognitive barriers,eliminate conceptual deficits,and enrich the connotation and extension of supervision work;deepen the supply-side structural reform of the supervision system resources,and accurately define the functional positioning of supervision work;based on the laws of education and the actual needs of the development of teachers and students,improve the goals and methods of supervision work;deeply seize the opportunities of the times,comprehensively analyze the scientific and technological demand points of supervision work,and fully rely on technological empowerment;adopt a three-dimensional surround methods of supervised teaching,supervised learning,observing classes,listening classes,and evaluating classes,pay attention to the all-round and in-depth inspection of the education and teaching process;optimize the age and quality structure of supervision team,pay special attention to the strict control of applicants'comprehensive qualities especially the moral cultivation when selecting supervisors;strengthen the supervision evaluation and education training for supervisors.
