摘要
在长三角地区打造产业发展共同体,是党中央关于长三角一体化高质量发展的最新要求,是共建区域发展共同体的重要支撑。基于“共同体”蕴含的利益共通性和利益竞争性基本内涵,以城市群为载体跨行政区打造产业发展共同体,其核心内涵是:紧密协调的纵向合作,公平有序的横向竞争,合作共赢的体制机制。长三角地区围绕打造产业发展共同体进行了诸多探索,但仍有较大提升空间,需要多措并举:要注重发挥产业链龙头企业作用,构建更加紧致的产业链上下游关系;要坚持破除地方保护与消除行政壁垒齐头并进,创造公平竞争环境,促进分工深化;要创新跨区域成本共担、利益共享机制,解除地方利益“紧箍咒”,激发产业协作的内生动力。
Building an industrial development community in the Yangtze River Delta region is the latest directive from the Central Committee of the Communist Party of China regarding high-quality integrated development in the area and serves as the basis for establishing a regional development community.Em⁃bracing the"community"concept,which entails shared benefits and competitive elements,the initiative utilizes urban agglomerations as vehicles to transcend administrative boundaries.The essence involves closely coordinated vertical cooperation,fair and orderly horizontal competition,and a mutually benefi⁃cial cooperation system.While the Yangtze River Delta region has explored numerous approaches to con⁃structing an industrial development community,there is still ample room for improvement.Various mea⁃sures are required,such as harnessing leading enterprises in the industrial chain to forge stronger up⁃stream and downstream connections,consistently dismantling local protections and administrative barri⁃ers to nurture a fair competitive environment and foster deeper specialization,and introducing innovative cross-regional cost-sharing and benefit-sharing mechanisms to mitigate constraints from local interests and stimulate the intrinsic driving force of industrial cooperation.
