摘要
生态环境的负外部性带来了资源耗竭、环境污染和生态破坏等一系列问题,加强对生态系统产品的定价已是将生态福祉定量化和对生态环境算账的现实要求。论文基于实地调查和实测数据,将生态系统服务功能、生态系统生产总值和生态资产涉及方法和指标进行整合,构建县域生态产品价值评价方法体系,并以青岛平度为案例评价2020年生态产品价值量,得到生态产品价值总量(GEP)为605.49亿元,其中生态物质、生态服务、生态文化产品分别是237.44亿元、335.74亿元、32.31亿元,并提出调整产业结构、深化农产品深加工、植树造林提高碳汇、发展体验农业和健身旅游的对策建议。该方法体系可为县域生态产品价值评价提供参考,推动生态产品价值转化、生态补偿、生态环境损害赔偿等政策落实。
The problems of resource depletion,environmental pollution and ecological destruction are produced by the negative externality of the ecological environment.The pricing of ecosystem products is considered for the realistic requirement to quantify ecological well-being and calculate the accounts balances of ecological environment.In this study,a value evaluation method system of county ecosystem products was developed by integrating the indicators and methods for the evaluation of ecosystem services,gross ecosystem product,ecological capital based on local surveys and measured data.The ecosystem products value of Pingdu in 2020 was evaluated using the value evaluation method system.The results show that the value of gross ecosystem products(GEP)is about 60.55 billion yuan,including 23.74 billion yuan of material products,33.57 billion yuan of service products,and 3.23 billion yuan of cultural products.To increasing the GEP,countermeasures and suggestions were put forward,including adjusting the industrial structure,optimizing the agrotechny,improving the carbon sinks,and developing agriculture and fitness tourism.The method system can provide a reference for the value evaluation of county-level ecosystem products,and subsequently guide and promote the implementation of policies with regarding to the transformation of ecosystem product value,ecological compensation,and the compensation for ecological environmental damage.
