摘要
习近平关于城市治理的重要论述具有深厚的马克思主义哲学基础,集中体现为对唯物辩证法的系统运用。首先,坚持运用系统观念,强调通过统筹城乡和区域一体化发展,从重点领域入手,不断优化城市治理结构、打通城市治理环节、完善城市治理体系,指出城市治理要坚持整体统筹与局部推进的辩证统一。其次,强调发展观点,注重发挥城市的历史文化传承作用,着力化解“城市病”,指出城市治理要做到赓续历史文脉与立足现实的辩证统一。最后,强调矛盾观点,辩证处理城市的经济领域、生态维度、转型过程中一般性与特殊性的矛盾关系,指出城市治理要遵循一般规律与特殊规律的辩证统一。从唯物辩证法的世界观和方法论角度研究习近平关于城市治理的重要论述,将其作为新时代引领我国城市高质量发展和转型升级的指导思想与行动纲领,在城市治理实践中坚持党的领导与人民立场,具有重大的现实意义和深远的历史意义。
Xi Jinping's important remarks on urban governance has a profound Marxist philosophical foundation,which is embodied in the systematic application of materialist dialectics.Firstly,it emphasizes the systematic view by coordinating the development of urban and rural areas and regional integration and starting from key areas,in which urban governance adheres to the dialectical unity of overall planning and local promotion by optimizing the urban governance structure,opening up the links of urban governance,improving the urban governance system.Secondly,it emphasizes the development point of view,pays attention to the historical and cultural inheritance role of the city from the historical dimension,focuses on practical problems to solve the"urban disease",in which urban governance to achieve the dialectical unity of continuous historical context and reality.Finally,it emphasizes the contradictory view,dialectically deals with the contradictory relationship between the generality and particularity of urban economic field,ecological dimension and transformation,and urban governance follows the dialectical unity of general law and special law.It is of great practical significance and far-reaching historical significance to study Xi Jinping's important remarks on urban governance from the perspective of the world outlook and methodology of materialist dialectical,take it as the guiding ideology and action program to lead the high-quality development,transformation and upgrading of China's cities in the new era,and adhere to the Party's leadership and people's position in the practice of urban governance.
