摘要
城乡公共服务均等化是以政府为主体、农村为重点,在城乡间合理配置公共服务资源,最终让城乡居民都能享受到数量、质量和可及性方面大体相等的基本公共服务。以江苏省为例,采用深度访谈和问卷调查方式收集到的资料表明,江苏城乡公共服务均等化模式表现为“三维模式框架”,即苏北地区“后发赶超型”模式、苏中地区“多向应对型”模式和苏南地区“内生综合型”模式。江苏的城乡公共服务均等化则表现为“五位一体、六级联动”机制模型。江苏公共服务均等化过程中的模式分析和机制创新将助力长三角高质量发展,也会对我国构建优质均衡的公共服务体系产生示范和引领作用。
The equalization of urban and rural public services is the rational allocation of public service resources between urban and rural areas,with the government as the main body and rural areas as the focus,so that urban and rural residents can ultimately enjoy basic public services that are roughly equal in quantity,quality and accessibility.Public services are provided to urban and rural residents according to their needs and levels.In the end,the quantity,quality and accessibility of public services enjoyed by urban and rural residents are roughly equal.Taking Jiangsu Province as an example,this study collects data through in-depth interviews and questionnaires.The equalization model of urban and rural public services in Jiangsu Province is a“three-dimensional model framework”—the“catching up and surpassing”model in northern Jiangsu,the“multi-directional response”model in central Jiangsu,and the“endogenous synthesis”model in southern Jiangsu.At the same time,the innovative research on the compensation mechanism of urban-rural public services is carried out,which serves to construct a“five-in-one and six-level cooperation”mechanism model for the compensation of urban-rural public services,taking Jiangsu Province as an example.The model analysis and mechanism innovation in the process of equalization of public services in Jiangsu will contribute to the high-quality development of the Yangtze River Delta,and will also play a demonstration and leading role in the construction of a high-quality and balanced public service system in China.
