摘要
公共价值是社会公众对公共部门治理效能期望的高度集合,是包含公平、正义、效率与结果在内的具体效用的体现。在城市环境治理过程中呈现出的主体多元性、结构网络化等特征与公共价值管理理论具有高度的耦合性。但在城市环境治理的过程中,由于主体价值理念的不同、利益相关因素的变化、体制机制的限制等原因,导致出现公共价值目标迷失、多元主体相互脱嵌、协同治理能力欠缺等问题。在公共价值视域下,要突破城市环境治理中的现实困境,应强化公共价值目标,健全组织运行机制,完善公平协作模式,以推动城市环境治理的可持续发展,实现城市环境公共价值的最大化。
Public value is a highly anticipated set of public expectations for the effectiveness of public sector governance,which is a concrete manifestation of utility including fairness,justice,efficiency,and outcomes.The characteristics of subject diversity and structural networking presented in the process of urban environmental governance are highly coupled with the theory of public value management.However,in the process of urban environmental governance,due to differences in subject value concepts,changes in interest related factors,and limitations in institutional mechanisms,problems such as loss of public value goals,mutual detachment of multiple subjects,and lack of collaborative governance capabilities have emerged.In the perspective of public values,to overcome the practical difficulties in urban environmental governance,it is necessary to strengthen public value goals,improve organizational operation mechanisms,and improve fair cooperation models to promote sustainable development of urban environmental governance and maximize the public value of urban environment.
