摘要
社会主义市场经济经过30年的发展,需要从建立社会主义市场经济向构建高水平社会主义市场经济体制转变。理解如何构建高水平社会主义市场经济体制,需要回顾总结30年以来社会主义市场经济从建立到完善的历史进程。中国社会主义市场经济30年政策演进的表层演进轨迹是市场与政府关系的演变,深层演进轨迹是公有制经济与市场经济结合的演变,本质上是一个通过不断完善市场体系建设以走向全国统一大市场并与外部市场有机衔接的市场现代化过程。实践创新涵盖国有企业混合所有制改革、民营经济多元化发展、对外开放深化、市场体系建设以及政府规制改革。理论创新体现在积极发挥社会主义基本制度的制度优势、国有企业市场化改革的主导优势、“一种资源、一个市场”的功能优势以及“有效市场”与“有为政府”的协调优势上。从建立社会主义市场经济向构建高水平社会主义市场经济体制转变的关键在于建立并完善市场经济的运行体系,路径重点是完善社会主义制度与社会主义市场经济体制的结合、建设高标准市场体系以推动全国统一大市场的形成、推进高标准市场体系与高水平对外开放的有机衔接、实现数字经济与社会主义市场经济的融合发展、深化体制机制改革以赋能市场与政府的功能协调性以及以法治维护和保障构建高水平社会主义市场经济体制。
After 30 years of development, the socialist market economy needs to change from the establishment of a socialist market economy to the construction of a high-level socialist market economy system.To understand how to construct a high-level socialist market economy system, we need to review and summarize how the socialist market economy has experienced from establishment to improvement in the past 30 years.The surface evolution trajectory of the policy evolution of China's socialist market economy in the past 30 years is the evolution of the relationship between the market and the government, and the deep evolution trajectory is the evolution of the combination of the public-ownership economy and the market economy.In essence, it is a process of market modernization by constantly improving the construction of market system to move towards a unified national market and organically link up with external markets.Practical innovations include the mixed-ownership reform of state-owned enterprises, the diversified development of private economy, the deepening of opening-up, the construction of market system and the reform of government regulation.Theoretical innovations are reflected in actively giving full play to the institutional advantages of the basic socialist system, the dominant advantage of the market-oriented reform of state-owned enterprises, the functional advantage of “one resource, one market” and the coordination advantage of “effective market” and “promising government”.The key to the transformation from the establishment of a socialist market economy to the construction of a high-level socialist market economic system lies in the establishment and improvement of the operation system of the market economy.The path focuses on improving the combination of the socialist system and the socialist market economic system, building a high-standard market system to promote the formation of a unified national market, promoting the organic connection between the high-standard market system and the high
