摘要
城镇黑臭水体问题是我国环境治理工作的一大瓶颈,严重影响居民生活品质、城市形象,同时也对周边生态环境造成极大威胁。随着城市化进程的不断推进,城镇黑臭水体治理迫在眉睫。然而,由于城镇规模庞大、治理难度大、治理成本高等因素,传统的治理手段和管理模式已经难以满足实际需要。为了更好地推动城镇黑臭水体治理工作,本文从多个角度出发,包括源头治理、系统性整治、生态修复等方面,系统分析城镇黑臭水体问题的成因和特点。在综合考虑了政策、技术、管理等多方面因素的基础上,提出了一系列创新性的治理思路,力求为城镇黑臭水体的治理提供科学、可行的解决方案。
Urban black and odorous water is a bottleneck in urban environmental governance in China,which seriously affects the quality of life of residents and the image of the city,but also poses a great threat to the surrounding ecological environment.With the continuous advancement of urbanization,the control of urban black and smelly water bodies is imminent.However,due to the large scale of the city,the difficulty of governance and the high cost of governance,the traditional governance means and management mode have been difficult to meet the actual needs.In order to better promote the treatment of urban black and odorous water bodies,this paper systematically analyzes the causes and characteristics of urban black and odorous water bodies from multiple perspectives,including source control,systematic remediation and ecological restoration.On the basis of comprehensive consideration of policy,technology,management and other factors,a series of innovative treatment ideas are put forward,and strive to provide scientific and feasible solutions for the treatment of urban black and odorous water bodies.
