摘要
为解决运营商数据要素确权面临的数据权属管理难、数据交易存在权益纠纷等问题,从制度、技术两个层面出发探索运营商数据要素确权路径,初步探索运营商数据要素分类权属划分方法,建立数据要素确权流程,形成基于区块链和隐私计算技术的运营商数据要素确权机制。
To solve the problems of data ownership management and rights disputes in data transactions faced by telecom operators,this study explores the path of telecom operators data element ownership from both institutional and technical perspectives,preliminarily explores the classification and division methods of telecom operators’data element ownership,establishes a data element ownership process,and forms a telecom operators data element ownership mechanism based on blockchain and privacy computing technology.
