摘要
国际体育制度作为全球体育治理的基石,其权力属性越发受到关注,但目前有关国际体育制度性话语权的研究尚存在概念不清、综合性分析框架缺失和提升策略针对性不强等问题。研究首先对构成国际体育制度性话语权概念的要素进行拆解,并界定国际体育制度性话语权的概念。其次,依据国际体育制度的阶段性特征,将制度性话语权划分为议程设置权、制度制定权、制度解释权和制度修订权四种权力形态;剖析制度性话语权的构成要素,即制度理念(观念要素)、制度方案(基础要素)和制度资源(操作要素)。三大要素和四种形态共同构成了国际体育制度话语权的综合性分析框架。研究认为,我国应以“人类命运共同体”理念为基础,提升制度理念引领力;以“中国方案”为蓝本,通过语码转换提升制度方案供给力;以构建科学化国际体育组织人才培养体系和塑造负责任体育大国的新形象为基本手段,提升制度转化力,从而实现国际体育制度性话语权的提升。
The international sports system,as the cornerstone of global sports governance,is garnering increased attention for its power dynamics.However,current research on the discursive power within the international sports system faces challenges like unclear concepts,a lack of comprehensive analytical frameworks,and insufficient targeted enhancement strategies.This study first dissects the constituent elements of the concept of discursive power in the international sports system,providing a functional definition for discursive power in this context.Subsequently,based on the phased characteristics of the international sports system and drawing inspiration from the stages of public policy theory,discursive power is categorized into four forms:agenda-setting power,institutional formulation power,institutional interpretation power,and institutional revision power.The study scrutinizes the constituent elements of discursive power,namely institutional ideals(conceptual elements),institutional frameworks(fundamental elements),and institutional resources(operational elements).The amalgamation of these three elements and four forms constructs a comprehensive analytical framework for the discursive power in the international sports system.It is suggested that China should anchor its strategy on the concept of a“community of shared future for mankind”to enhance its leadership in institutional ideals.The“Chinese model”should serve as a blueprint through language code conversion to enhance the supply of institutional frameworks.Building a scientific international sports organization talent cultivation system and shaping a responsible sports power image should be fundamental means to enhance institutional transformation power,thereby achieving the elevation of the discursive power in the international sports system.
